That the vast majority of sexual violence goes unreported is established in government data and academic surveys (only ~1 in 7 women report). The site acknowledges where the 99% comes from, then rebuts with a list of reforms meant to improve reporting — which, if anything, concedes the problem is real. A reform agenda is not a refutation. RG's claim is essentially TRUE; the 'False' verdict is unjustified.
